A local distributor would be able to keep on top of the political situation, giving insight into the norms of local culture and customs. You need  to know what is going on in areas where you intend to do business. Having local distributors keeps you within acceptable business practices.  All countries have various acceptable business practices and one mode of doing business is not neccessarily applicable or acceptable in another country.
